The Rule

WCAG 2.1 AA,
now mandatory.

Under the Department of Justice ADA Title II web rule, state and local government web content and mobile apps must conform to WCAG 2.1 Level AA. The requirement also reaches content delivered through vendors, so the pages a contractor builds for an agency are covered too.

The obligation is already in force. Entities can face complaints and litigation now, during the runway, not only at the deadline.

Compliance date for state and local entities serving a population of 50,000 or more: cities, counties, large districts.

April 26, 2028 Under 50,000

Compliance date for smaller public entities and special district governments such as water and utility districts.

The standard WCAG 2.1 AA
